    Bassett Unified School District is leasing the vacant lot next to the Child Development Center to generate much-needed funding to support quality education and attract new students amid declining enrollment. The project was requested by the District and School Board to bring family-friendly housing and a new public community pocket park to the site. This development will provide much needed affordable housing for local families with children while enhancing community spaces, improving the District's financial standing, and the local economy.

  • Why does Bassett Unified School District need to lease this vacant lot?

    Answer

    Like many school districts in the region, BUSD has experienced a significant decline in student enrollment. Some neighboring school districts have had to close schools as a result. While BUSD carefully manages its budget, additional funding is essential to maintain and enhance educational programs, attract and retain high-quality teachers, and provide the best possible learning environment for students.

    Leasing this vacant lot is a proactive solution that generates much-needed funding while also bringing new family-oriented housing to the community, helping to attract and retain students for years to come.

    Answer

    Yes. Bassett Unified School District has actively involved the public in this process, following both its commitment to transparency and strict legal requirements. The discussion began in 2022 through public board meetings, with multiple public board discussions and decisions held over the years.

    In addition, the project has been presented to the Baldwin Park City Council and continues to be an open topic of discussion.

    Community meetings were held in December 2024 and on March 18, 2025, where residents had the opportunity to share feedback.

  • Is safety and emergency vehicle access a top priority?

    Answer

    Yes. Ensuring the safety of residents and the surrounding community is a top priority. We have met with, and will continue to work closely with, the LA County Fire Department to ensure that the project fully complies with all safety and emergency access requirements.

    Our goal is to guarantee that emergency vehicles can efficiently access both the new community and neighboring areas without delay.

  • Will there be a park?

    Answer

    Yes. There will be a public community pocket park maintained at no cost to the City or District. This park will provide a welcoming space for residents of all ages to enjoy.

    In response to community feedback, the park will feature a protected seating and meeting area for gatherings, as well as open space for recreation and play.

    This community has been thoughtfully designed for families, offering spacious two- and three-bedroom townhomes that provide the comfort and privacy of a true home.

    Each residence includes an attached two-car garage and features no neighbors above or below, ensuring a quieter and more private living experience. In addition to well-designed homes, the project includes a public community park, open spaces, and family-friendly amenities, making it an ideal place for families to live, grow, and connect.

  • Who did the Bassett USD School Board choose to lease the vacant lot to?

    Answer

    After a rigorous public Request for Proposals process, Storm Properties Inc. was chosen to lease the vacant lot to provide a public community park and family-oriented housing, which will help attract new families to the district and generate critical funding for Bassett Unified.

    Storm Properties is a local, family-owned company founded in Los Angeles in 1932. With a longstanding commitment to enhancing communities and fostering long-term partnerships, they were selected in part for their dedication to community engagement and responsiveness, in addition to their previous experience leasing and developing district-owned land.

    As this project evolves, Storm Properties remains committed to listening to community input and working collaboratively to create a development that benefits residents and families.

  • What kind of housing will be offered?

    Answer

    The spacious two- and three-bedroom townhomes will be market-rate rentals, making them a great option for families who may be priced out of homeownership but still want to live in a single-family type home, contribute to the community, and send their children to local Bassett USD schools.

    By increasing housing options for families, this project also helps address Bassett USD's significant decline in student enrollment, supporting the long-term stability of local schools.

  • What about parking?

    Answer

    Ample parking will be provided on site so as not to interfere with neighboring streets. Additionally, the townhome community will have a gate to discourage parking in the surrounding neighborhood.

    Bassett Villas at Baldwin Park offers 237 parking stalls to meet City parking standards. Each home will have a private attached two-car garage. There are 27 additional guest parking spots on site.

  • Will the townhomes fit in with the neighborhood? How many units are there?

    Answer

    Yes. The townhomes have been thoughtfully designed to fit in with the neighborhood. In response to community feedback, they were redesigned from three-story units to two-story units.

    Spanish-style architecture has been chosen to reflect the community's history and culture. With 105 units, the majority of them three-bedroom homes, the look and feel will fit in with the local neighborhood.
